3、投标人资格要求：
3. Qualification Requirements for the Bidder:
3.1投标人应是中华人民共和国境内依法注册的法人或其他组织，具备有效的营业执照；
3.1Bidders shall be legal persons or other organizations registered in accordance with the law in the People’s Republic of China, with a valid business license;
3.2投标人应具备有效的道路运输经营许可证；
3.2 The bidder shall have a valid road transport operation license;
3.3投标人应具备运输风险防范能力和运输质量保障能力，拥有货物丢失、损害等相关保险，确保货物起运前保险生效，能承担在运输中造成的损失；（提供承诺书并加盖公章）
3.3The bidder should have the ability to prevent the risk and guarantee the quality of transportation, and have the insurance of loss and damage of the goods An undertaking with official seal is required
3.4投标人不得在“中国执行信息公开网”（http://zxgk.court.gov.cn/）被列为失信被执行人；

3.5投标人在“中国裁判文书网”（https://wenshu.court.gov.cn）中查询无行贿记录;
