3、投标人资格要求：
3. Qualification Requirements for the Bidder:
3.1投标人应是中华人民共和国境内依法注册的法人或其他组织，有能力提供本次招标所需货物及服务的制造商，具备合法有效的营业执照；
3.1The tenderer should be a legal person or other organization registered in PRC, capable of providing the goods and services required by the tender, with a valid business license;
3.2投标人需提供有效的特种设备制造（生产）许可证-压力管道阀门（金属阀门）A2级及以上；
3.2Tenderers are required to provide a valid special equipment manufacturing (production) license-pressure piping valves (metal valves) class A2 and above;
3.3投标人不得在“信用中国-中国执行信息公开网”（http://zxgk.court.gov.cn/）被列为失信被执行人；
3.3Bidders shall not be listed as dishonest persons subject to enforcement on the "Credit China-China Enforcement Information Disclosure Network" (http://zxgk.court.gov.cn/);
3.4投标人在“中国裁判文书网”（https://wenshu.court.gov.cn）中查询无行贿记录;
3.4Bidders can check on the "China Judgment Documents Network" (https://wenshu.court.gov.cn) that there is no record of bribery;
3.5单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加本项目投标；
