投标人应具备的资格或业绩:对投标人的资格和业绩要求：Requirements for Qualification and reference of Bidder: （1）资格要求 Requirements for Qualification of Bidder A．★如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；如果投标人为境外注册公司，需提供有效的公司登记注册证明；A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.B、★投标人所投产品的制造商应通过石油天然气行业质量管理体系API Spec Q1认证，须同时具备有效的GB/T24001（ISO14001）环境管理体系认证证书、GB/T28001(OHSAS18001)或GB/T45001 (ISO45001) 职业健康管理体系认证证书，国内认证机构签发的证书应可在中国国家认证认可监督管理委员会网站核实。如果有国家相关部门发布的最新体系标准，以最新体系标准为准。投标时需提供原件扫描件（原件备查）。 B.The manufacturer of the Bid Goods shall have passed the API Spec Q1 certification of the quality management system for the petroleum and natural gas industry, and must also have a valid GB/T24001 (ISO14001) environmental management system certification, GB/T28001 (OHSAS18001) or GB/T45001 (ISO45001) occupational health management system certification. Certificates issued by domestic certification bodies should be available on the website of the China National Certification and Accreditation Administration（ http://www.cnca.gov.cn/ ）Verify. If there are the latest system standards issued by relevant national departments, the latest system standards shall prevail. Provide scanned copies of the original documents in the bidding documents (original documentsfor future reference). C．★（接受代理）（1）如果投标人为代理商，投标人应得到货物制造商同意其在中国提供该货物的合法唯一授权；（2）投标人以其自主制造的货物参与投标的，不能再将此货物同时授权给其他投标人参与投标，否则相关的所有投标均将被拒绝；（3）投标人将被授权的货物再授权给其他投标人同时参与投标，相关的所有投标将被拒绝。（4）投标货物为中国境内（指海关关境内，下同）品牌或中国境内生产制造的，不接受代理商投标。（5）投标人应承诺其产品代理授权证书真实有效。对提供虚假材料骗取中标的，将按照《中华人民共和国招标投标法》第三十三条及《中华人民共和国招标投标法实施条例》第四十二条追究其法律责任。(1) If the bidder is an agent, the bidder shall obtain the legal and exclusive authorization of the goods manufacturer to provide the goods in China;(2) If a bidder participates in the bidding with goods manufactured independently, they cannot authorize other bidders to participate in the bidding at the same time, otherwise all related bids will be rejected;(3) The bidder will re authorize the authorized goods to other bidders and participate in the bidding, and all related bids will be rejected.(4) If the bidding goods are of a brand within China (referring to customs territory, the same below) or produced and manufactured within China, agents will not be accepted for bidding.(5) Bidders should undertake that their product agency authorization certificate is genuine and valid. Those who provide false materials to deceive and win the bid will will bear relevant legal responsibilities in accordance with Article 33 of the Tendering and Bidding Law of the People's Republic of China and Article 42 of the Implementation Regulations of the Tendering and Bidding Law of the People's Republic of China. D. 是否接受联合体投标：否Joint Venture: Not AcceptedE. 未领购招标文件是否可以参加投标:不可以Bid without the bidding documents：NOT Available （2）★业绩要求Requirement for Bidder's reference:2018年1月至投标截止日（以合同签署为准），投标人应具有至少3套整套（电子压力计、托筒、电缆、接头以及地面电缆）电子压力计供货业绩及配套的下井服务业绩。且供货业绩和服务业绩不低于本次采办对电子压力计压力等级、温度等级和材料级别的技术要求（压力等级10000psi及以上，温度等级180℃及以上，材料级别超级13Cr及以上）。如果投标人为代理商，则业绩中电子压力计与本次所投电子压力计必须为同一品牌，且须在业绩证明文件中体现。From Jan 1st, 2018 to the deadline for submission of bids (subject to the time of signing the contract), the bidder shall have at least 3 complete sets of electronic pressure gauges (including contract proof documents and arrival acceptance documents) supply performance and service performance, all meet the technical requirements of pressure rating of 10,000 psi or above, temperature rating of 180°C or above, material grade of super 13Cr or above. If the bidder is an agent, the electronic pressure gauge in the performance must be of the same brand as the electronic pressure gauge in this bid, and must be reflected in the performance documentary evidence.投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）合同复印件；2）货物合同业绩需提供用户签字或盖章的到货验收材料；服务合同业绩需提供用户签字或盖章的服务验收单。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署、合同签署页（应有双方盖章）、制造商名称、货物名称、压力计参数（压力等级10000psi及以上，温度等级180℃及以上，材料级别超级13Cr及以上）、业绩产品品牌（代理商投标）及到货验收材料和服务验收单。The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of contracts; and 2) Acceptance documents of arrival of goods signed or sealed by the user, and acceptance documents of services signed or sealed by the user. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, signature page(sealed by both parties), name of manufacturer, name of Goods, name of project, technical requirements of pressure rating of 10,000 psi or above, temperature rating of 180°C or above, material grade of super 13Cr or above, Brand of Goods (agent bidding) and acceptance documents of arrival of goods and acceptance documents of services.未提交业绩证明文件，或所提供的业绩证明文件无法体现合同签署、制造商名称、货物名称、压力计参数（压力等级10000psi及以上，温度等级180℃及以上，材料级别超级13Cr及以上）、业绩产品品牌（代理商投标）及到货验收材料和服务验收单的，均视为无效业绩。 If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, name of project, technical requirements of pressure rating of 10,000 psi or above, temperature rating of 180°C or above, material grade of super 13Cr or above, Brand of Goods (agent bidding) and acceptance documents of arrival of goods and services, the relevant reference will be deemed invalid.
