The qualification requirements for applicants 投标人应当具备下列条件： Bidders shall satisfy the following conditions: （1）投标人应为在中国境外合法设立的律师事务所（含在港澳台地区注册的律师事务所）。投标人不得以其驻华代表机构的名义投标，但可通过其驻华代表机构办理相关事宜； (1) Bidders shall be law firms legally established outside the territory of China (including law firms registered in the Hong Kong Special Administrative Region, the Macao Special Administrative Region, or the Taiwan Region). A bidder shall not submit its bid in the name of its representative office in China, but can deal with relevant matters through its representative office； （2）具有良好的商业信誉和健全的财务会计制度； (2) Having a good business reputation and sound financial and accounting systems； （3）具有承办委托** (3) Having a team with the ability to undertake the entrusted legal services； （4）已购买本项目招标文件。 (4) Having bought the bidding document for this project.
