Qualification Requirements for Bidder (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：1）强制采购节能产品政策：强制采购在国家公布的节能清单中以“★”标注的品目。2）鼓励节能政策：在技术、服务等指标同等条件下，优先采购属于国家公布的节能清单中产品。3）鼓励环保政策：在性能、技术、服务等指标同等条件下，优先采购国家公布的环保产品清单中的产品。 (b)Qualification requirements to be met to implement government procurement policies:1) Compulsory purchase of energy-saving products policy: compulsory purchase of items marked with "★" in the energy-saving list published by the state. 2) Encourage energy-saving policy: under the same conditions of technology, service and other indicators, priority procurement belongs to the energy-saving list of products published by the state. 3) Encourage environmental protection policies: under the same conditions of performance, technology, service and other indicators, give priority to the purchase of products in the list of environmental protection products published by the state.
