Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。 (b)Qualification requirements to be met to implement government procurement policies: 1) Implement the quota reservation measure, increase the share of smes in government procurement, and support the development of smes: This project is specifically for the procurement of smes, and no price discount will be implemented for the products of smes during the evaluation. (c)本项目的特定资格要求：（1###市政公用工程总承包三级及其以上资质，且具备有效的安全生产许可证；（2）供应商拟派项目经理###市政公用工程专业二级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，该项目负责人以###市****网站上查询为准；（3）本项目仅面向中小企业（含中型、小型、微型企业）采购。 (c)Specific qualification requirements for this program: (1) Having a third level or higher qualification for general contracting of municipal public works, and possessing a valid safety production license; (2) The project manager proposed by the supplier must have a second level (including higher level) registered construction engineer qualification in municipal public works, and possess a valid safety production assessment certificate.
