Qualification Requirements for Bidder (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时小微企业均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业； (b)Qualification requirements to be met to implement government procurement policies: （1）Implementing quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement; supporting SMEs policy: this project is exclusively targeted at SMEs, no price discount preference will be given to SME products during evaluation.（2）Supporting prison enterprises and welfare units for people with disabilities, treating them as equivalent to micro-enterprises;Preferential procurement policy for energy-saving and environmentally friendly products: under equal technical and service indicators, preferential procurement will be given to products listed in the catalog of energy-saving and environmentally friendly products published by the Ministry of Finance (Cai Ku ******** and Cai Ku ********). Products marked with “★” in the energy-saving product list will be subject to mandatory procurement. Suppliers must provide valid certification issued by an institution designated by the state to enjoy preferential or mandatory procurement policies.
