合同履约期限：此项目运维服务期限自合同签订之日起一年。

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本次招标若符合政府强制采购节能产品、鼓励环保产品、扶持福利企业、促进残疾人就业、促进中小企业发展、支持监狱和戒毒企业等政策，将落实相关政策。（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业。

(b)Qualification requirements to be met to implement government procurement policies: If this tender meets the government's mandatory procurement of energy-saving products, encouraging environmental protection products, supporting welfare enterprises, promoting the employment of disabled people, promoting the development of small and medium-sized enterprises, supporting prisons and drug rehabilitation enterprises and other policies, the relevant policies will be implemented. (1) Implement the quota reservation measures, increase the share of smes in government procurement, and support the policies of smes: This project is specifically for the procurement of small and micro enterprises, and no price discount will be implemented for the products of small and micro enterprises during the review. (2) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises.

(c)本项目的特定资格要求：（1）单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得参加同一合同项下的政府采购活动；（2）为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动。（3）本项目专门面向小型、微型企业采购（4）本项目不接受联合体磋商。

(c)Specific qualification requirements for this program: (1) The person in charge of the unit is the same person or different bidders with direct holding and management relations shall not participate in the government procurement activities under the same contract; (2) Suppliers that provide overall design, specification preparation, project management, supervision, testing and other services for the procurement project shall not participate in other procurement activities of the procurement project.
