简要规则描述：海升地块实施生态廊道项目过程中，需进行堆土以满足土层指标要求。现发现堆土后地势较高，导致雨季雨水漫灌至周边园区。故拟对该地块开展排水设施改造。（具体工作内容及要求详见竞争性磋商文件、工程量清单及图纸）。

Brief Specification Description: In the process of implementing ecological corridor project in Haisheng block, it is necessary to carry out soil piling to meet the soil index requirements. It is found that the land is higher after the soil is piled, resulting in rainy season rainwater flooding to the surrounding park. Therefore, it is planned to carry out the renovation of drainage facilities in this plot. (Detailed work content and requirements can be found in the competitive negotiation document, bill of Quantities and drawings).

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）购买国货政策：本项目不接受进口产品；（6）按照《中小企业划分标准规定》（工信部联企业300号），本项目中小企业所属的行业为建筑业。

(c)本项目的特定资格要求：3、须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
4、要求具备市政公用工程施工总承包三级及其以上资质；
5、具有有效的安全生产许可证；
6、项目经理具有市政公用工程二级及其以上建造师资格，并具有有效的安全生产考核证书；
7、本项目仅面向中、小、微型等各类供应商采购；
8、本项目不允许转包。

(c)Specific qualification requirements for this program: 3. It must be a legal person or unincorporated organization legally established in China (the project does not accept branch companies to participate in procurement activities in their own name); 4, it is required to have the municipal public works construction general contracting grade 3 and above qualification; 5, with effective safety production license; 6, the project manager has the municipal public engineering grade II and above construction engineer qualification, and has an effective safety production assessment certificate; 7. This project is only for medium, small and micro suppliers; 8. Subcontracting is not allowed in this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
