Brief Specification Description: This project is a public security private network relocation project for the relocation and construction of Puxing Road Police Station of Pudong Branch of Shanghai Public Security Bureau. The main work contents include but are not limited to the laying of communication optical cables and communication pipelines, the dismantling of original pipeline optical cables, the installation of distribution frames, the placement of tail fibers, and the relocation of original cabinet equipment, etc., and shall ensure the acceptance. (Please refer to the Bill of Quantities/drawings for specific quantities and requirements.) Contract performance period: The construction period of the project is 90 calendar days, and the planned commencement date is April 20, 2025 (tentative, the specific commencement date is subject to the notice of the purchaser).

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目专门面向中小企业采购，评审时，小微企业产品均不执行价格扣除优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

(c)本项目的特定资格要求：1、未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人组织；
3、具有通信工程施工总承包三级及其以上资质；
4、具有安全生产许可证（有效期内）；
5、拟派项目负责人具有通信与广电工程专业一级注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；
6、业绩要求：无；
7、其他要求：无。

(c)Specific qualification requirements for this program: 1. Not included in Credit China and China Government Procurement website (www.ccgp.gov.cn) in the record list of persons subject to enforcement for trustbreaking, major tax law and trustbreaking subjects, and serious illegal and trustbreaking behaviors of government procurement; (2) It must be a legal person organization established in accordance with the law within China; 3, with communication engineering construction general contracting grade 3 and above qualification; 4, with safety production license (valid period); 5. The person in charge of the proposed project shall be qualified as a first-level registered construction engineer in the major of communication and radio and television engineering, and shall have an effective safety production assessment certificate, and shall not be the project leader of other construction projects under construction; 6. Performance requirements: None; 7. Other requirements: None.
