The specific work content includes preliminary research, preparation of declaration documents, preparation of Hemimei Village planning, overall coordination of various specialties, project implementation management, process services and other services. Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）购买国货政策：本项目不接受进口产品；（6）按照《中小企业划分标准规定》（工信部联企业300号），本项目中小企业所属的行业为其他未列明行业。 (b)Qualification requirements to be met to implement government procurement policies: For details, see the Chinese announcement (c)本项目的特定资格要求：3.须系我国境内依法设立的法人或非法人组织（本项****公司以自己名义参加采购活动）；4.具有城乡规划行政主管部门颁发的城乡规划编制资质证书乙级及其以上。5.本项目仅面向中、小、微型等各类供应商采购；6.本项目不允许转包。 (c)Specific qualification requirements for this program: 3. It must be a legal person or unincorporated organization legally established in China (the project does not accept the branch to participate in the procurement activities in its own name); 4. Have the urban and rural planning qualification certificate issued by the administrative department of urban and rural planning level B or above. 5. This project is only for the procurement of medium, small and micro suppliers; 6. Subcontracting is not allowed for this project.
