二、申请人的资格要求 2. Qualification Requirements for Suppliers
(a)满足《中华人民共和国政府采购法》第二十二条规定；

(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。

(c)本项目的特定资格要求：3、根据###市政府采购供应商登记及诚信管理办法》已登记入库的供应商；4、其他资格要求：1）供应商须为法人、其他组织或者自然人****公司或者分支机****公司授权； 2）本项目专门面向中小企业采购。（残疾人福利性单位、监狱企业视同小型、微型企业。）如投标人为中小企业，且满足《政府采购促进中小企业发展管理办法》（财库46号）规定条件的，必须提供《中小企业声明函》3）本项目不允许转包； 4）有下列情况之一的，不得参与本项目：（一）已被行政或司法机关责令停业或停止承接相关业务的；（二）企业出现严重信用危机又未能提供相应担保的；（三）近3年发生过重大建设项目责任事故的；（四）无法履行项目管理职责的其他情形；（五）承担本项目评估、勘察、设计、监理、施工、材料设备供应等其他相关业务，或与以上单位有隶属关系及其他直接利益关系。
(c)Specific qualification requirements for this program: 3.
