Qualification Requirements for Suppliers (a)满足《中华人民共和国政府采购法》第二十二条规定； (a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China"; (b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）购买国货政策：本项目不接受进口产品；（6）按照《中小企业划分标准规定》（工信部联企业300号），本项目中小企业所属的行业为建筑业。 (b)Qualification requirements to be met to implement government procurement policies: (1) Notice of the project implementation of the "Management Measures for Government Procurement to Promote the Development of Small and Medium-sized Enterprises" (Finance No. 46) and "On Further Strengthening Government procurement to Support Small and medium-sized Enterprises" (Finance No. 19); (2) Implement the quota reservation measures, increase the share of smes in government procurement, and support the policies of smes: This project is specifically aimed at the procurement of smes, and the products of smes will not be subject to price discounts during the evaluation; (3) Support prison enterprises and welfare units for the disabled, and treat them as small and micro ********(More details can be found in the Chinese announcement） (c)本项目的特定资格要求：3、 须系我国境内依法设立的法人或非法人组织（本项****公司以自己名义参加采购活动）；4、 项目负责人须具有###市园林绿化工程从业人员项目负责人电子卡》或园林专业中级及以上职称；5、 园林绿化施工企业项目负责人须具有《园林绿化施工企业项目负责人质量安全生产考核合格证书》，###市在建项目记录；6、 企业具有有效的安全生产许可证；7、 拟派管理人员要求：根据项目实际情况设置，最低应为4人（含）以上，且需包含园林项目负责人、安全员、质量员、材料员(取样员)各1名；8、 本项目仅面向中、小、微型等各类供应商采购；9、 本项目不允许转包。 (c)Specific qualification requirements for this program: 3.
