一、招标条件Tendering Conditions

招标人为中石油管道局伊拉克纳西里耶储油库项目部，项目资金来源已落实。本招标项目已按要求履行了相关报批及备案等手续，具备招标条件，现进行公开招标。

The project has implemented relevant procedures according to rules, regulations, and laws .as well as the capital has been confirmed. Now we hereby invite your esteemed company to participate in this bid. The tenderee is China Petroleum Pipeline Engineering Company Ltd (EPC) for New Nassiriya Depot Project, IraqDepartment.

二、项目概况与招标范围 Project Overview and Tendering Scope

2.1项目概况：伊拉克国家石油公司（State Company for Oil Project）计划在纳西里耶投资新建一个400万桶原油的罐区，用于接收Ahdeb、Badra、Gharaf、Nassiriya和Abu Amood油田的原油，项目一期计划建设252万桶库容量（7个66000m³浮顶储罐），项目二期计划建设126万桶库容量（3个66000m³浮顶储罐）。CPP作为该项目一期阶段的EPC总承包商，负责7个66000m³原油储罐、2个23000 m³的原油泄压储罐，2个10000 m³水储罐建设，以及储罐区配套的泵站、计量、取水、发电、通信、工艺管线、消防等系统设计、采办、施工、试运工作。

Iraq's State Company for Oil Project plans to invest in a new 4 million barrel tank farm in Nasiriyah to receive crude from the Ahdeb, Badra, Gharaf, Nassiriya and Abu Amood fields. The first phase of the project plans to build 2.52 million barrels of storage capacity (7 66,000m ³ floating roof storage tanks), and the second phase of the project plans to build 1.26 million barrels of storage capacity (3 66,000 m³ floating roof storage tanks). As the EPC general contractor of the first phase of the project, CPP is responsible for the construction of 7 66,000m ³ crude oil storage tanks, 2 23,000 m³ crude oil pressure relief tanks, 2 10,000 m³ water storage tanks, as well as the design, acquisition, construction and trial operation of pumping stations, metering, water intake, power generation, communication, process pipelines, fire fighting and other systems supporting the storage tank area.

2.3 交货地点：CFR伊拉克乌姆卡萨港

 Place of delivery of goods：CFR Um Qasr Port . Iraq

2.3 交货期 Delivery time：

最短交货期，但最晚交货不得晚于订单下达后28周内。

The Tender should provide its shortest delivery time,and the latest delivery time that tendering requires shall be no later than 28 weeks after the P.O.

三、投标人资格要求 Bidder qualification requirement

3.1 本次招标 不接受 联合体投标。

Bids from joint venture are not accepted.

3.2投标人应为本招标项目的制造商、贸易商或代理商，具有独立法人资格，对所提供的货物和服务承担全部责任；在法律上和财务上独立，合法经营并独立于招标人（招标机构）。

The Bidder shall be the manufacturer or trader or agent of this bidding project, who possesses independent legal personality and shall take full responsibility to the goods and services. The Bidder that is legally and financially independent, should operate legitimately, and is independent of the tenderee (bidding authority).

3.2信誉要求：Credit requirements:

1）投标人须具有良好的信誉和职业道德，自2022年1月至报价截止日在经营活动中没有因违法经营受到责令停产停业、吊销许可证或者执照（格式VI-14）；2）在国家企业信用信息公示系统（http://www.gsxt.gov.cn) 未被列入经营异常名录和严重违法失信企业名单（已经移出的按照未列入执行）、信用中国网站无异常（仅适用于中国境内投标人）。3）投标人未被中国石油天然气集团有限公司/中国石油管道局工程有限公司列入黑名单、暂停投标资格或取消投标人资格。

The bidder must possess good reputation and professional ethics, and has not been subject to orders to suspend production or business operations, or revocation of licenses or permits due to illegal business activities from January 1, 2022, to the quotation deadline (Format VI-14); 2) The bidder is not listed in the Abnormal Operation List or the List of Enterprises with Serious Violations of Law and Dishonesty on the National Enterprise Credit Information Publicity System (those who have been removed are considered as not listed), and has no abnormalities on the Credit China website (Only applicable to bidders in China). 3) The bidder has not been blacklisted, suspended from bidding, or disqualified as a bidder by China National Petroleum Corporation/China Petroleum Pipeline Engineering Corporation.

3.3投标人如为中国境内制造商应具备进出口权。

If the bidder is a manufacturer in China, shall should have the right of import and export, it is required to register and record on the China Customs Enterprise import and export credit information publicity platform (http://credit.customs.gov.cn), the query result of the current day prevails).

四、招标文件的获取 Acquisition of Tendering Documents

4.1 招标文件发售：2025年4 月9 日8:00:00至 2025年 4月 16 日23:59:59（北京，下同）。购买招标文件。招标文件售价为 200  （元）人民币。
