项目概况:惠州 25-8 油田（隶属于西江作业区）位于中国南海珠江口盆地东沙隆起西北斜坡，靠近惠州凹陷南侧，距西江 30-2 油田约 10km；距香港150km。周边已开发油田有西江30-2、西江24-3、西江23-1、惠州19-3等油田。所处海域属低纬度热带海洋季风性气候，最高气温36℃，海况受台风和季风影响，油田所在海域水深约 100.1m，新建1座8腿钻采平台HZ25-8 DPPB，与已建HZ25-8 DPP栈桥相连。HZ25-8 DPPB配置1座7000米模块钻机，设有10口采油井、3口注水井，共配置24个井槽。平台设有油气水处理及公用设施，不设生活楼。
本项目采用“牺牲阳极（3年）+外加电流”阴极保护，在惠州25-8 DPPB导管架上外加电流阴极保护系统（ICCP），且集成相应的阴极保护监测系统（CPMS）。

3、投标人资格要求
投标人应具备的资格或业绩:（1）资格要求
Requirements for Qualification of Bidder

A．★营业执照：如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；
A．★Business licence：If the bidder is a domestic registered company, the bidder is required to provide a legally valid enterprise legal person business license, tax registration certificate and organization code certificate or business license with one certificate;
If the bidder is an overseas registered company, the bidder is required to provide a valid certificate of company registration;
B．★体系认证要求：投标人须同时具备有效的GB/T19001（或ISO9001）质量体系认证证书、GB/T24001（或ISO14001）环境管理体系认证证书，由中国国内机构发证的可在中国国家认证认可监督管理委员会网站核实。投标时需提供相关证书的扫描件（原件备查）。
B. ★GB/T or ISO certificates- requirement：The bidder must have valid GB/T19001 (or ISO9001) certificate and GB/T24001 (or ISO14001) certificate. The certificates which issued by China’s domestic institutions should can be verified on the website of China National Certification and Accreditation Administration . Bidders must provide scanned copies of the certificates (original for future reference)

（2）★资质要求及证明文件：投标人应在投标时提供中华人民共和国应急管理部认可的认证机构（ABS，DNV，BV，CCS）之一颁发的系统型式认可证书。
★Requirements of Qualification of Bidder and Certificate：Bidders shall provide a system type approval certificate issued by one of the certification bodies recognized by the Ministry of Emergency Management of the People's Republic of China (ABS, DNV, BV, CCS) at the time of bidding.
（3）★业绩要求Requirement for Bidder's reference：
2019 年 1 月 1 日至投标截止日（以合同签署为准），投标人应具有至少1个合同的导管架平台的外加电流阴极保护及监测系统的供货业绩，该业绩导管架应用水深不低于100米，投标人须提交业绩表及相关证明文件。业绩证明文件包括但不限于：1）销售合同和 2）用户签字或盖章的到货验收材料（到货验收单或 调试验收报告或其他可以证明合同项下货物已经到货验收的有效证明材料）。
投标人所提交的业绩证明文件必须至少体现以下内容：合同签署、合同签署页（应有双方盖章）、制造商名称、货物名称、导管架应用水深及到货验收材料（到货验收单或调试验收报告或使用方出具的有效证明文件）。
未提交业绩证明文件，或所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。
From January 1, 2019 to the deadline for bidding (subject to the time of contract signing), the bidder shall have at least 1 contract for the supply performance of applied current cathodic protection and monitoring system for conduit rack platforms, the water depth of the conduit rack application of this performance is not less than 100 meters, and the bidder shall submit the performance table and relevant supporting documents. The performance documents include but are not limited to: 1) sales contract and 2) arrival and acceptance materials signed or stamped by the user (arrival and acceptance sheet or commissioning and acceptance report or other effective documents that can prove that the goods under the contract have been arrived and accepted).
The performance documents submitted by the bidder must at least reflect the following contents: contract signing time, contract signing page (should be stamped by both parties), manufacturer's name, goods name, water depth of the conduit rack application, and arrival and acceptance materials (arrival and acceptance sheet or commissioning and acceptance report or valid documents issued by the user).
Failure to submit performance documentation, or if the performance documentation provided cannot be determined to meet the above performance requirements, will be considered invalid performance.
