Brief Specification Description: The procurement content pertains to maintenance and renovation projects, including the dismantling and merging of fire control equipment, installation of vehicle barriers, modification of pedestrian walkways, simple renovation of the owners' committee office space, and other maintenance works.

合同履约期限：暂定3历天，计划2025年05月0开工，2025 年05月3竣工，具体以甲方通知为准

The Contract Period: The project is tentatively scheduled for 30 calendar days, with the planned commencement on May 1, 2025, and completion by May 30, 2025. Specific dates are subject to the Client’s official notice.

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：本次采购执行政府强制或优先采购节能环保产品、支持中小微企业、促进残疾人就业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区以及限制采购进口产品等相关政策。如报价产品的服务提供商为中小微企业，则须在响应文件中提供符合财库﹝2020﹞46 号文格式要求的中小企业声明函；如报价人为残疾人福利性单位，则须在响应文件中提供符合财库〔2017〕141号文格式要求的残疾人福利性单位声明函，一旦成交将在成交公告中公告其声明函，接受社会监督；若提供声明函与事实不符的，将依照《中华人民共和国政府采购法》第七十七条第一款的规定追究法律责任。

(b)Qualification requirements to be met to implement government procurement policies: This procurement shall comply with government-mandated policies including (but not limited to)：
If the service provider qualifies as an SME, a Declaration Letter for SMEs compliant with the format specified in Finance and Treasury Circular No. 46 must be submitted in the response documents.
If the bidder is a welfare unit for persons with disabilities, a Declaration Letter for Disability Welfare Units compliant with the format specified in Finance and Treasury Circular No. 141 must be provided. Upon contract award, such declaration(s) will be published in the award announcement for public oversight.
False declarations will result in legal liability under Article 77(1) of the Government Procurement Law of the People's Republic of China.

(c)本项目的特定资格要求：1）具有中华人民共和国住房和城乡建设部颁发的建筑工程施工总承包三级或以上资质；
2）项目负责人须具有建筑工程专业二级注册建造师资格，具备有效的安全生产考核合格证书。该项目负责人以在上海市建筑建材业网站上查询为准；
3）未被列入“信用中国”网站失信被执行人名单、重大税收违法案件当事人名单和中国政府采购网(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单的供应商；
4）财务状况良好，具有履行合同的能力，合法合规经营，未受到法律制裁；具有良好的商业信用和行业信誉；近三年没有因违法违规行为被相关部门予以处罚或者通报的记录；
5）本项目专门面向中、小、微型企业，事业法人等各类供应商采购。(残疾人福利性单位、监狱企业视同小型、微型企业。)如供应商为中小企业，且满足《政府采购促进中小企业发展管理办法》(财库46号)规定条件的，必须如实提供《中小企业声明函》。

(c)Specific qualification requirements for this program: 1）Possesses a Grade III or higher qualification in General Contracting for Construction Engineering issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China (MOHURD).2）2) The Project Manager must possess a Class II Registered Constructor Qualification in Construction Engineering and hold a valid Safety Production Assessment Certificate. The qualification of the Project Manager shall be verified on the Shanghai Construction and Building Materials Industry Website (http://ciac.zjw.sh.gov.cn).3）3) The supplier must not be listed in any of the following:"List of Dishonored Entities" on the Credit China website ;"List of Parties Involved in Major Tax Violation Cases" on the Credit China website;"List of Suppliers with Serious Illegal and Dishonest Acts in Government Procurement" on the China Government Procurement Website (www.ccgp.gov.cn).

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" , China Government Procurement Network (www.ccgp.gov.cn) ;
